Abstract

PT XYZ, the workload in the Operations Planning and Control Division increased due to a higher volume of work and a reduction in the number of employees. The number of vessel schedules increased from 20–25 vessels per week to 70–80 vessels per week, while the number of staff decreased from 31 to 7 employees. This condition resulted in each staff member handling an average of 10 vessels per week, a decline in employee productivity from 85% to 73%, and an increase in overtime costs from IDR 15 million to IDR 45 million per month. To address these issues, this study employed the Full Time Equivalent (FTE), Workload Analysis (WLA), and Work Sampling methods through observations, interviews, and direct monitoring of employee work activities. The results showed that the total required working time reached 15,610 minutes per week for 7 employees, while the available working time was only 2,100 minutes per week per employee, indicating an overloaded workload. The Work Sampling results also showed that most of the working time was allocated to productive activities, resulting in a high workload level. Based on the findings, additional manpower and task redistribution are required to balance the workload, improve productivity, and reduce overtime costs
