Abstract

At the Brawijaya Level III Hospital Surabaya, several problems were identified in the implementation of solid medical waste management, including incomplete sorting between medical and domestic waste, non-compliance of staff in using personal protective equipment (PPE), and the preparation of a hemodialysis room that will soon be operational. These conditions indicate the need for improved management in handling solid medical waste. This study aimed to evaluate the implementation of solid medical waste management based on management functions (Planning, Organizing, Actuating, and Controlling) and the utilization of management elements (Man, Money, Material, Machine, and Method). This research used a qualitative descriptive approach with a cross-sectional design. The object of the study was solid medical waste management at Brawijaya Level III Hospital Surabaya. The research subjects consisted of four informants, namely cleaning service staff, the environmental health section, the Infection Prevention and Control (PPI) committee, and Binayanmasum officers. Data were collected through interviews and observations and analyzed descriptively. The results showed that the overall implementation of solid medical waste management reached 80.7% (good). The reduction stage obtained 44.4% (fair), sorting 88.9% (good), containerization 95.2% (good), storage 75% (good), transportation 87.5% (good), and processing 93.3% (good). Overall, the implementation was categorized as good, although improvements are still needed in monitoring staff compliance with SOPs and PPE use, as well as providing educational stickers on waste segregation.
