Abstract

Building feasibility assessment is a crucial step to ensure structural reliability and user safety, particularly in supporting the issuance of the Certificate of Function Worthiness (SLF) in accordance with PUPR Ministerial Regulation No. 27/PRT/M/2018. As buildings age and are exposed to environmental factors, periodic evaluations of structural components become essential. This study aims to evaluate the structural feasibility of Building II at the Office of the Governor of West Nusa Tenggara Province.

A descriptive quantitative method was employed, combining visual inspection and non-destructive testing (NDT) using the hammer test method across 19 test points covering column, beam, and floor slab elements. Visual inspection results indicated that the main structural frame remains solid, although minor non-structural damages were identified, such as fine wall cracks, paint peeling, and mold growth. Meanwhile, the hammer test results (after applying an instrument correction factor of 1.13) yielded average concrete compressive strengths of K-378.5 kg/cm² for columns, K-388.8 kg/cm² for beams, and K-588.6 kg/cm² for slabs, all of which exceed the required standard concrete quality of K-225.

Based on the building feasibility scoring system, Building II achieved an overall score of 88.5%, categorizing it as "Conditionally Feasible" (Laik Bersyarat). This indicates that the building is structurally safe but requires minor architectural repairs and periodic maintenance. Technical recommendations include repairing wall cracks and conducting routine maintenance to prevent further degradation and maintain building performance throughout its service life.
