PENILAIAN KINERJA BANGUNAN GEDUNG HIJAU PADA GEDUNG GRAHA BHAKTI PRAJA KANTOR GUBERNUR PROVINSI NUSA TENGGARA BARAT
Abstract
Global climate change is triggered by the increasing concentration of greenhouse gases, one of which originates from the construction sector, contributing more than 34 percent of global carbon emissions. In Indonesia, massive infrastructure development has led to environmental degradation through increased waste generation, high energy consumption, and the reduction of green open spaces. One of the efforts to mitigate these impacts is the implementation of Green Buildings (GB), which emphasize efficiency in the use of energy, water, and environmentally friendly materials.
This study employed a descriptive qualitative method through direct observation, structured interviews, and questionnaires distributed to building management personnel. The assessment was carried out based on the Regulation of the Minister of Public Works and Public Housing No. 21 of 2021 and Circular Letter No. 01/SE/M/2022 using a utilization-stage checklist. The purpose of this research is to evaluate the Green Building performance of the West Nusa Tenggara Governor’s Office complex, specifically the Graha Bhakti Praja Building.
Based on the assessment results, the building obtained a cumulative score of 65 points out of 165, equivalent to 39.39%. With this result, the building is categorized as not yet meeting the Green Building classification based on the national levels, which include pratama (basic), madya (intermediate), and utama (advanced). These findings indicate that the application of green building principles remains limited, lacking internal policy support, technical documentation, and standardized maintenance.
